Duties and Responsibilities: 

Specific duties include, but are not limited to, the following:
- Works with hiring managers to fill vacancies in an efficient and effective manner with a highly qualified candidate in compliance with Federal and State Employment Regulations, and Agency Policy and Procedures.
- Reviews position descriptions for accuracy of organizational information. Contacts employees, supervisors, managers, etc. to elicit corrections or resolve conflicts in information presented.
- Submits Position Justifications for approval, ensuring all required documentation is provided. Posts approved position justifications to the applicant tracking system. Maintains all search files.
- Post job vacancy announcements in the applicant tracking system in accordance with agency policy. Work with hiring managers to determine when external advertisement is necessary. Complete requisition process and facilitate external advertising.
- Interacts with internal and external candidates at various stages of the recruiting process to manage the applicant through the application and search process. Communicated with the applicant throughout the process to ensure successful onboarding and transfer to hiring manager and employee engagement team.
- Screens applicants in applicant tracking system to determine which meet the minimum qualification requirements, and any supplemental job-related requirements. Notifies applicants of ineligibility. Notifies applicants when vacancies are filled.
- Direct search committees and hiring managers on proper interviewing protocols. Responsible for alerting management of any anomalies or inconsistencies with the search process.
- Applies pay rules to determine appropriate salary for positions based on the successful applicant’s experience and educational credential. Compares internal salaries for compensation issues.
- Obtains criminal background screens, drug testing, licensures/certifications, and other job-related requirements for the selected candidate after an official employment offer.
- Processes personnel actions for faculty and staff. Creates Personnel Action Requests for new hires, position changes, pay changes, and separations. Maintains the organizational management components of the HRIS; sets up and records new positions and changes to positions. Processes full-time faculty contracts.
- Ensure data integrity by entering accurate data into the HRIS using the standard processes.
- Conducts new hire intake meetings, including all necessary paperwork for entry into the HRIS. Manage and ensure compliance with intake paperwork such as I-9 and tax withholding documents.
- Conducts final day meetings with employees exiting the organization.
- Organizes and administers recruiting days and open house events. Travels to participate in any/all statewide and out of state job fairs relevant to the agency.
- Responsible for assisting supervisor(s) with all internal and external audits request regarding personnel.
- Other duties as assigned.

Required Education: 

Associate degree from a regionally accredited institution. Two (2) years of professionally comparable experience may be substituted for the required degree.

Required Experience: 

One (1) year of experience in Human Resources, or administrative experience.

• Experience in a high volume, fast paced work environment
• Strong computer skills that include proficiency in MS word, excel and outlook.

• Ability to work as a team.
• Well-organized, detail oriented and ability to be flexible and adaptable in a fast-paced work environment.
• Ability to complete multiple duties with accuracy shifting from one to another with frequent interruptions and competing deadlines.
• Strong written communication and verbal communication skills.

Required Licenses or Certifications: 

Criminal background clearance.
