About the role
In this role, you will lead the delivery of the Northern & Western Geelong Growth Areas (NWGGA) project. This includes implementing the framework plan, advancing initiatives, ongoing precinct structure planning and commencement of new precinct structure plans and overseeing the infrastructure funding program to achieve the City’s aspirational vision for its growth areas. Working collaboratively across divisions and with stakeholders, you will represent the City on greenfield planning issues, providing expert advice and engaging effectively with authorities, community members, and developers.

Classification: Band 8 ($115,035 - $127,911 pa) plus superannuation

Key Responsibilities:

  1. Lead the NWGGA project delivery, including precinct structure planning, infrastructure planning, funding, and finalising the Strategic Assessment work.
  2. Contribute to team and organisational capability, performance, and engagement on the various projects in the area at any given time.
  3. Manage project schedules and budgets in consultation with the Coordinator of Strategic Planning.
  4. Provide expert advice on greenfield planning to internal and external stakeholders, addressing complex issues and regulatory requirements.
  5. Work collaboratively across divisions to ensure cohesive project execution and alignment with City growth objectives.
  6. Represent the City at Planning Panels, Ministerial Advisory Committees, and other similar forums as required.
  7. Adhere to Council policies, procedures, and all relevant legislative requirements.
  8. Undertake other duties as reasonably directed, consistent with the role's purpose.

About you
To be successful in this role, you will have a strategic focus, advanced project management abilities, and a collaborative approach to urban development. You will bring extensive experience in greenfield planning, exceptional analytical skills, and the ability to lead teams to deliver impactful, timely results.

Essential Experience:

  • Qualifications: Relevant tertiary qualification in urban planning or a related field and project management experience.
  • Strategic Planning Experience: Extensive experience managing complex strategic planning projects.
  • Project Management Skills: Proven success in managing high-performing teams to meet targets within budget and timelines.
  • Innovation in Strategic Planning: Ability to drive and negotiate innovative outcomes, particularly in a greenfield development setting.
  • Relationship Building: Proven ability to collaborate effectively with diverse stakeholders, including developers, council members, and other community stakeholders.
  • Communication Skills: Exceptional written and verbal communication skills, with experience in preparing reports, conducting community consultations, and delivering presentations.

Specialist Skills and Knowledge:

  • Strategic and Infrastructure Planning Expertise: In-depth understanding of contemporary planning practices, including knowledge of legislative frameworks and risk analysis.
  • Greenfield Planning Best Practices: Knowledge of leading innovations and standards in greenfield planning to support the City’s vision for growth.
  • Analytical and Research Skills: Proficient in conducting detailed analysis, research, and investigations to support evidence-based planning decisions.
  • Project Management: Demonstrated ability to deliver key project outcomes on time and within budget constraints.
  • Legislative Knowledge: A thorough understanding of relevant national, state, and local planning policies and regulations.
