Provide oversight of projects occurring off the main campus, including newly acquired properties and leased space as well as non-UWF projects of the university’s direct support organization, Business Enterprises, Inc. Manage flooring replacement and wood floor maintenance from start to completion. Maintain a multi-year replacement plan for flooring and carpet replacement.

Minimum Qualifications:	Masters degree in an appropriate area of specialization and six years of appropriate experience; or a bachelors degree in an appropriate area of specialization and eight years of appropriate experience.
Position Qualifications:	• Bachelor’s degree in engineering, architecture, or related field, AND • Five or more years of progressively more responsible experience in facilities management, architectural planning and design work, experience with construction and renovation on a broad variety of building types, mechanical and electrical systems, and construction delivery methods with three or more years of supervisory experience, OR; a combination of education and experience commensurate with the requirements of this position. • Professional engineering or architect license in the State of Florida or a state with reciprocity.
Preferred Qualifications	Master’s degree in engineering, architecture, or a related field, and seven (7) or more years of progressively. Experience with project management and estimating software.
Essential Functions / Job Duties:	30% - Provide responsible oversight and coordination of facilities project planning, design, and construction for all current and planned projects, both major capital projects and a full range of other projects occurring on campus. Provide effective oversight of projects occurring off the main campus. Manage flooring replacement and wood and floor maintenance from start to completion. Maintain a multi-year replacement plan for flooring and carpet replacement. Effectively monitor private sector architectural and engineering design professional consulting firms, general contractors, design-build, or construction management companies that perform specific job orders continuous contract project work, or selected major capital projects to maintain contract administrative compliance. Closely monitor all assigned projects of those supervised for scope, schedule, and budget to keep projects on time and within budget. - (Essential) 20% - Aid and support the Executive Director by attending meetings, preparing documents and reports, developing plans, formulating budgets, and dealing with issues for the Executive Director. Oversee the programming, and preparation of scope statements and budgets for other fund sources as required. Examples include non-recurring federal stimulus programs, academic grants, public-private partnerships, and Capital Improvement Trust Fund (CITF) and departmental-funded projects. - (Essential) 20% - Develop the project budgets, review financial reports, and accounts for discrepancies between the budget and actual results to ensure allocations are within the budgeted funds. Ensure compliance with university business policies, including PCard usage. Develop and maintain excellent business relationships with city, county, regional, and state officials related to the department’s functions. Serve as the primary contact for the Escambia County Building Inspections/Permitting Office. Provide support to the Executive Director with major capital and minor (small/formula funded), utility infrastructure, capital renewal project planning, and budget development. Keep current and routinely update the departmental major capital project cost history. Monitor project schedules, project scope, and budget. Keep the departmental job cost accounting information up to date. Participate as an ex-officio non-voting member of the University Facilities Planning and Advisory Committee (FPAC). Assist the Executive Director with the annual review and update of the Public Education Capital Outlay (PECO) fund source for the minor/small/formula-funded project’s Five-Year Plan. This will be accomplished for the Education and General (E&G) buildings by supervising the annual preparation of project scope statements, E&G Capital Request forms as documentation for PECO Formula Funds/ Minor Project funding, and budget preparation as required for the FPAC. This annual revised planning guide will provide an estimated total value of a) capital renewal and deferred maintenance, b) Americans with Disabilities Act (ADA) facets, c) Health and Life Safety, d) non-recurring projects, and e) recurring maintenance, repair remodeling, and renovation (MRRR) projects. Assist the Executive Director in preparing the annual Fixed Capital Outlay (FCO) Five-Year Capital Improvement Plan that is submitted annually to the UWF Board of Trustees and the Florida Board of Governors. - (Essential) 20% - Employ continual improvement practices by evaluating internal processes, monitoring progress, benchmarking with similar institutions, and implementing facilities’ best practices within the availability of resources resulting in continual quality improvement. Modify or develop improvements to internal Standard Operating Procedures (SOPs), planning and construction processes, or university policies as applicable and submit them to the Executive Director, including but not limited to a) Project Manager’s Manual, b) Space Management Database and/or Reporting, c) building design and construction standards, and d) SOPs for applicable service units. Implement a structured program for recurring growth/development of technical training as applicable to the department. Negotiate design professional and applicable consulting firm fees following the department’s SOP and the Florida Department of Management Services Fee Guidelines based upon clearly written and defined scope of work requested, project schedule, and related services, including identifying requested deliverables. Review construction management proposals and campus job order contractors’ proposals for adherence to established contract requirements. Engage in the negotiation of fees/costs as needed. Work with the Estimator to maintain and update a functional cost estimating database that serves as the electronic repository of past specific job costing information. This will be used as a reference for use on future UWF projects. Use this in conjunction with cost estimating software and have this as a resource for the entire Facilities Management department. - (Essential) 10% - As needed, perform comprehensive project management for assigned projects and associated reporting. Responsible for working with architects, consultants, construction managers, contractors, and vendors through phases of design development, construction administration, and the one-year standard warranty. Coordinate furnishings and equipment selection, installation, and training. Ensures compliance with department SOPs related to project management coordination, inclusive of the business transaction processes. Reviews contract documents, including drawings and specifications, cost estimates, and bids for accuracy and appropriateness with “Building Design and Construction Standards.” Coordinate meetings and construction schedule. Perform on-site construction project inspections of architectural, mechanical, electrical, civil, structural, and fiber construction. Complete a minimum of one inspection per week. Attend project meetings and ensure agendas, minutes, and frequencies are executed per the SOPs and Department guidelines. Communicate effectively with Information Technology Services (ITS) to coordinate voice/data services. Communicate frequently with users regarding scheduling issues, space availability, meetings users should attend, and the date of substantial completion. Coordinate with Facilities Management personnel, the consultant, and contractors to walk through and develop a punch list. Ensure all close-out documentation and AutoCAD as-built documents are obtained, and that the files are highly organized and consistent with the department’s SOPs and filed in the Archives Room. Conduct routine site, substantial completion, final inspection, and eleven-month post-occupancy inspection to determine compliance with contract documents. Prepare Scope of Work (SOW) Statements using the departmental template that includes detailed consultant design, construction, permitting, and contingency aspects. Develop SOW statements and cost estimates. Create project request packages that are available to the Business Manager, Procurement & Contracts, and Facilities Management. Attend design review meetings and assist the project manager in preparing Owner submittal comments as they are communicated to the design consultant and the Escambia County Building Inspectors Office. Work closely with Escambia County building inspection officials and construction industry professionals to ensure safe, structurally sound, and sanitary building construction. Coordinate shop drawings and their submittals. Review comments by providing facility departments the opportunity to review. Focus on providing value add service and drive continuous improvement through cost savings and operational efficiencies throughout the department. Engage in special projects and other duties as assigned. - (Essential)
