Duties and Responsibilities:
• Maintain performance standards and pursue goals, objectives, and activities that promote the mission, vision and value statement of the College.
• Manages the centralized purchasing function for multiple campuses including the coordination of purchasing processes, requisitions, purchase orders, and bidding. Responsible for the procurement of supplies, materials, equipment and services for the college and campus level. Prepares bid proposals and follows through to bid openings.
• Searches for approved state contract commodities through the Office of State Purchasing website for items such as, but not limited to copier rental contracts, information technology, hardware and software contracts, office supplies, furniture contracts and equipment contracts.
• Works closely with College staff to analyze pertinent information related to items requested, to ascertain preferred vendors, intended use of items, pricing and availability; contacts various other vendors for price and product comparison.
• Advises staff of purchasing procedures and provides any information staff needs to produce a purchase requisition.
• Reviews purchase requisitions to ensure proper account coding and that adequate funds are available for payment.
• Prepares purchasing documents for state tagging requirements and works with Property and Compliance Coordinator relating to asset inventory.
• Acts as primary contact with vendors and resolves any issues that may arise with compliance, quality, and invoicing.
• Assists with the budget in the development of costs for services, supplies, and equipment.
• Ensures compliance with all applicable laws and regulations.
• Assists in training employees relating to purchasing guidelines.
• Assists with development and implementation of new policies, processes and training tools for streamlining and automating purchasing processes and reducing inefficiencies.
• Performs other related duties as directed by management.

Communicate effectively with students, colleagues, and supervisors and utilize appropriate channels of communication within the college community concerning procedures and/or inquiries.
• Attend and participate in scheduled activities, which include graduation, open house/recruiting events as assigned, convocation, and required meetings. Share ideas and information, and work toward common department and College goals.
• Serve on college committees as a member or as chair. Serve on search committees.
• Participate in professional development activities that enhance effectiveness (convocation, LCTC conference, etc.).
• Represent the college in a manner that promotes a professional and positive image.
• Adhere to College and LCTC policies.
• Embrace college culture.
• Complete all required assignments prior to deadlines (Fletcher/LCTC trainings, etc.).
• Perform other duties as assigned.
Required Education: Bachelor’s Degree in Business Administration, Accounting, or Finance.
Required Experience: A minimum of 3 years of purchasing experience.
Required Knowledge, Skills and Abilities: Strong computer skills with a knowledge of Microsoft Office. Excellent organizational and planning skills with attention to detail.
Preferred Experience: Experience in higher education.
Preferred Knowledge, Skills and Abilities: Working knowledge of Ellucian Banner systems and knowledge of Louisiana State Purchasing.
