The Facilities Maintenance Operations Manager is responsible for planning, organizing, and directing the maintenance and repair of BRCC’s facilities, including mechanical, electrical, plumbing, HVAC, structural, and related building systems. Reporting to the Director of Facilities, this position supervises maintenance supervisors and staff, ensures the reliability and safety of college facilities, develops and implements preventative maintenance programs, and coordinates with internal and external stakeholders to deliver responsive, high-quality maintenance services.

Duties and Responsibilities: 40% – Maintenance Operations Management
• Plans, organizes, and manages daily maintenance and repair activities for all BRCC facilities.
• Supervises maintenance supervisors, technicians, and skilled trades staff; trains, schedules, evaluates, and makes recommendations for hiring, promotion, or discipline.
• Oversees preventative maintenance programs for HVAC, plumbing, electrical, structural, and building envelope systems.
• Reviews and approves maintenance work orders, ensuring timely response and resolution.
• Manages vendor and contractor performance for maintenance-related services

20% – Safety, Compliance, and Resource Management
• Ensures compliance with OSHA, APPA standards, building codes, and other applicable regulations.
• Monitors the safety, accessibility, and operational readiness of BRCC facilities.
• Prepares and manages maintenance budgets; monitors expenditures and recommends corrective actions when necessary.
• Maintains accurate inventory of tools, equipment, and replacement parts for maintenance operations.
• Coordinates the allocation of resources following grounds, custodial, and building maintenance budget approval; recommends allocations of expenditures.
• Serves as a liaison with other departments within the College, the community, and external agencies in order to provide information on available resources, projects, and/or services.

15% – Administrative Functions
• Prepares purchase requisitions, manages procurement for maintenance supplies and services, and tracks invoices.
• Develops and maintains records, reports, and analyses related to maintenance performance, utilities, and lifecycle costs.
• Utilizes work order management software (e.g., TMA) to monitor requests, schedule preventative maintenance, and generate reports.
10% – Communication and Collaboration
• Serves as a liaison with college departments, faculty, staff, and external agencies to coordinate maintenance services.
• Collaborates with the Facilities leadership team to align maintenance operations with College strategic goals and Facility Standards.
• Participates in committees, task forces, and meetings related to facilities planning and operations.
10% – Emergency and After-Hours Response
• Serves as essential personnel for BRCC, requiring after-hours and on-call response to emergencies (e.g., HVAC failures, plumbing issues, electrical outages, and weather-related damage).
• Directs maintenance staff in responding to urgent building system issues that affect campus operations.
5% – Other Duties as Assigned
• Performs other related responsibilities in support of the Facility Services Department.

Required Education: Bachelor’s degree in Facilities Management, Engineering, Construction Management, or a related field OR equivalent combination of education and experience.

Required Experience: • At least 5 years of building maintenance experience, including 2 years in a supervisory or management role.
• Two years related experience in lieu of the required education, as a Manager in a facility services organization - at least two of which must have been in higher education.

• Knowledge of building trades, building construction, and building maintenance.
• Experience with an automated work order systems, State of Louisiana procurement, and Microsoft Office software.
• Excellent oral and written communication skills.
• Experience conducting employee trainings and evaluations, and project management including the ability to analyze building plans and specifications.
• Demonstrate project management success by meeting goals, budgets and schedules.

Required Knowledge, Skills and Abilities: Knowledge of mechanical, electrical, plumbing, HVAC, and structural maintenance practices and standards.
• Strong project management and leadership skills, with the ability to manage multiple priorities.
• Proficiency with Microsoft Office and computerized maintenance management systems (e.g., TMA).

• Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes

Required Licenses or Certifications: 

Preferred Education: 

Preferred Experience: • Experience working in a higher education or large public-sector environment, preferably within LCTCS.
• 10+ years of progressive experience in facilities maintenance and management.
• Familiarity with State of Louisiana procurement process

Preferred Knowledge, Skills and Abilities: • Working knowledge of APPA standards, sustainable maintenance practices, and higher education facility standards.
