Duties and Responsibilities: 

Strategic Leadership
• Develop and implement a unified external affairs strategy aligned with LDCC’s Strategic Plan, LDCC and LCTCS policies.
• Serve as a key advisor to the Chancellor on public positioning, policy engagement, and crisis communication.
• Establish and maintain two-way communication channels with Campus Directors to support local initiatives and ensure consistent messaging across all locations.
• Provides direct supervision and strategic oversight for the Director of Information Technology, ensuring alignment of IT initiatives with institutional goals and community engagement priorities.
Communications and Brand Management
• Oversee internal and external communications, media relations, branding, digital presence, and executive messaging.
• Act as the college’s lead spokesperson and prepare senior leaders for media and public engagement.
• Lead crisis communication planning and execution in alignment with institutional values and compliance standards.
Government and Community Relations
• Build and maintain relationships with public officials, community leaders, and key stakeholders at all levels.
• Monitor and influence state and federal legislation affecting LDCC and advocate for institutional priorities.
• Represent the college at public events, hearings, and forums to foster civic engagement and policy influence.
Marketing and Advancement
• Direct marketing strategies to support enrollment, program visibility, and fundraising.
• Collaborate with the foundation and advancement team to enhance donor engagement and alumni relations.
• Support regional outreach initiatives tailored to community needs and demographics.
Team Leadership and Operations
• Lead and develop a high-performing external affairs team across communications, marketing, and development functions.
• Manage departmental budgets and operations with a focus on innovation, accountability, and results.
• Use data and analytics to evaluate program success and guide strategic decisions.

Communications and Public Relations
• Increased media placements and digital engagement.
• Measurable improvements in brand perception and public trust.
Government and Community Relations
• Increase legislative advocacy activities and number of strategic partnerships.
Marketing and Advancement
• Campaign performance metrics and donor/alumni engagement data.
Collaboration and Leadership
• Positive Campus Director feedback and team development outcomes.

WORK ENVIRONMENT
• Occasional evening and weekend commitments are required.
• Travel to campuses, legislative meetings, and community events.

Required Education: • Master’s degree in public relations, Communications, Public Administration, higher education leadership, or a related field.
• 3–5 years of progressively responsible experience in public affairs or external relations, preferably in higher education or the public sector.
• Proven success in communications strategy, stakeholder engagement, and media relations.
• Experience collaborating with government and community partners.
• Strong understanding of the dynamics of a comprehensive community college, particularly within a multi-campus system.
• Excellent written, verbal, and interpersonal communication skills.
• Proficiency in digital communication tools and platforms.
