This highly responsible senior leader will function as an Executive Advisor to the Vice President of Administration for LCTCS and provide ongoing executive support to the Vice President of Administration. The incumbent will assist the Chief Human Resources and Development Officer and oversee the Employee Engagement program at the LCTCS System Office, working to create and maintain an engaged team at all levels. Additionally, during Legislative Session, the incumbent will support the Vice President of Education and Outreach, the Governmental Affairs Officer with legislative tracking, ongoing support, and needed coordination within the LCTCS System Office.

This position, on behalf of the Vice President of Administration, assists LCTCS leaders and Chancellors in operationalizing and implementing the vision and strategic goals of the System President and LCTCS Board of Supervisors by developing and implementing long-term plans, policies, programs, and associated legislation impacting statewide service delivery.

Duties and Responsibilities: 
• Advises the Vice President of Administration on all programmatic and operational matters including programming and service delivery, policy development, strategic planning and outreach with Chancellors for administration related issues, and associated tasks.
• On behalf of the Vice President of Administration, incumbent coordinates with the Chancellors the Chief Human Resources and Development Officer and the Chief Compliance, Regulatory, and Legal Officer to resolve personnel management and development of management response/policies/procedures to address personnel matters. Ensures effective organizational structure and resourcing to support program offices scope/needs.
• Supports the Chief Human Resources and Development Officer with strategic HR goals and planning such as system wide roll out of new initiatives; functionally support the Chief Human Resources and Development Office as needed and ongoing as determined by the Vice President of Administration.
• Support the Chief Facilities Officer on an ongoing basis and coordinate with Facility Planning and Control as needed; organizes, coordinates, and ensures proper follow up for concurrence memos, budgets for facility projects, and ongoing facility coordination with the Chancellors and Facility Directors at the colleges.
• Provides agency-level oversight, monitoring, reporting, including management of cross-office initiatives/issues to ensure completion and resolution. Function as liaison between program System office leadership and college personnel and chancellors.
• Represents the Vice President of Administration on relevant boards and task forces, legislative work groups, internal departmental and stakeholder/external meetings as requested. Confers and interfaces with executive high-level officials of other state entities as well as the Legislature, Municipalities and other governmental bodies related to LCTCS programs, priorities and operational activities.

Required Education: 
• Bachelor’s degree from an accredited institution

Required Experience: 
• Minimum of 5 years of experience with emphasis in senior level advisement

Required Knowledge, Skills and Abilities:
• Strong verbal and written communication skills
• Excellent organizational skills
• Detailed oriented with ability to effectively multi-task
• Proficiency in Microsoft Office applications and ability to learn and utilize new computer programs and software quickly and accurately
• Ability to efficiently work and interact with personnel at all levels within the organization
