Why your role matters

The Bulk Gas and Mechanical Services Facilities Manager oversees the University’s complex and diverse mechanical infrastructure, including bulk gas systems, technical installations, research labs, and integrated services. The role provides high-level technical advice to the Senior Manager, Building Maintenance, particularly on contractor performance and service delivery, and involves extensive stakeholder engagement across UNSW faculties.

This position reports to the Senior Manager and has no direct reports.

About the Role

You will be required to undertake and have experience in the following areas of expertise:

  • Lead and manage external service providers for Bulk Gas services and infrastructure.
  • Manage the quality and effectiveness of FM external service delivery contracts in accordance with established Service Level Agreements.
  • Provide strategic leadership regarding the delivery of projects within the program, provide subject matter expertise, review and input into project artefacts, acting as a conduit between the program and the broader University community to advocate for project benefits, and ensuring adequate strategies are established for the ongoing operations and support of future-state systems and processes arising from projects (as appropriate) to achieve the business objectives, business benefits and business value.
  • Manage the Facilities Management tender evaluation and procurement processes in accordance with University policy and procedures.
  • Contribute to the development of the Asset Management Plans for Bulk gas services and infrastructure and mechanical services.
  • Coordinate and prioritise planned and preventative maintenance, repairs, and improvement projects.
  • Oversee and audit contract service providers' maintenance staff and procedures, ensuring compliance with statutory and legislative requirements.
  • Establish governance processes and procedures and implement where necessary to ensure the contractors are meeting their contractual obligations.
  • Manage the end-to-end process for maintenance services and repairs, including financial reporting and health and safety.
  • Review and implement new processes and procedures to effectively manage bulk gas maintenance and reactive service contracts.
  • Oversee and manage the accuracy of the plant and equipment asset register and service data in the CMMS (Archibus), and ensure contractors maintain accurate records and compliance.
  • Coordinate service shutdowns with stakeholders, prioritising emergency responses and urgent repairs.
  • Participate in an out-of-hours response when required.
  • Build strong professional relationships with stakeholders and research staff, facilitate the transition of contract service providers.
  • Provide high-level specialist technical advice to the Senior Manager, Building Maintenance, particularly on matters regarding contracts and contractors' service delivery and performance.
  • Ensure that maintenance, repairs and improvement projects are delivered within agreed facilities management operational budgets and financial constraints

About You

  • Relevant tertiary qualification with extensive relevant experience in Bulk Gases, Mechanical Systems and Facilities Management or equivalent competence gained through any combination of education, training and experience.
  • Demonstrated experience in contract and contractor management, service contract procurement including developing and maintaining professional working relationships.
  • Provide proven operational and facilities management experience in Bulk Gas services and infrastructure within large, complex property portfolio.
  • Demonstrate expertise in project management, including financial management, budget setting, work prioritisation, and performance tracking.
  • Exhibit strong negotiation and problem-solving skills, coupled with the ability to exercise independent judgment and develop creative solutions.
  • Possess thorough working knowledge of NSW Codes of Practice, AS2896:2021, ISO 7396-1:2016, WHS 2019, and related standards and regulations.
  • Maintain and develop professional relationships through effective liaison, consultation, and negotiation with internal and external stakeholders.
  • Prioritise exceptional customer service, understanding Facilities Management as a value-added service supporting broader goals.
