Job Summary:

The Government Contracting Consultant provides one-on-one consulting services to a variety of area businesses on how to sell their products or services to federal, state, and/or local government agencies. The position determines how best to successfully guide a business to meet government proposal requirements including working with government personnel along with clients. The consultant will develop training materials and conduct training workshops at various online and in-person events in an effort to train attendees in how to do business with government procurement agencies. The consultant is responsible for serving clients through our ten-county region. This position will attend regular professional development functions to stay current in the field.

The consultant will perform community outreach in order to educate prospective clients, strategic partners, and stakeholders on client services and economic impact. The consultant will provide marketing staff with content to advertise procurement consulting services and will provide direction to marketing staff on how best to disseminate online and print marketing materials. This position contributes to our knowledge creation and dissemination through communicating with peers and participating in network activities. The consultant conducts significant networking and alliance building with community partners including area military installations as well as area federal, state, and local government agencies for the purpose of building client service base. Must be able to work both independently and collaboratively. Must be able to guide and interact with a diverse business population. This position requires successful completion of annual professional development hours.

The consultant will occasionally work evenings attending meetings and events. During declared campus emergencies, this position may be required to perform specific job related duties at a designated off-campus location or place of residence.

In accordance with UWF Human Resources Policy HR-20.02-09/15, Recruitment, Selection, and
Appointment, a time-limited appointment is a position funded by contract and grant, auxiliary, or local fund, for a project for a specific period. A time-limited position shall have the same rights as a regular position except that the position is not entitled to notice of separation at the expiration of the appointment and shall not have layoff and recall rights.

Minimum Qualifications: Master’s degree in an appropriate area of specialization; or a bachelor’s degree in an appropriate area of specialization and two years of appropriate experience.
Preferred Qualifications An intimate working knowledge of government procurement processes.

Knowledge of local, state, and federal procurement regulations/policies/procedures; basic accounting and cost principles; basic math; knowledge of government solicitations. Strong grasp of English spelling, grammar and punctuation. Self-starter and strong time management skills. Comfortable working in a team environment and networking with community resources. Ability to edit accurately and quickly. Strong public speaking and presentation skills. Ability to prioritize and multi-task. Significant knowledge of government contracting, small business management and operations, business financing, financial analysis, marketing, and market research. Strong interpersonal, oral and written communication, problem solving, and listening skills. Ability to manage a client portfolio. Strong organizational skills. Proficient computer skills and ability to use the MIS to enter data and generate reports. Ability to travel. A valid driver’s license is required, as well as, 20 hours of pre-approved professional development credits each calendar year.

Ability to analyze a wide variety of rules/instructions/procedures. Negotiation skills. Ability to independently interpret and plan a wide variety of work. Ability to follow general instructions to create and write comprehensive responses to government requirements. Ability to guide and interact with a diverse business population. Ability to manage multiple projects and tasks simultaneously. Essential Functions / Job Duties:
  • 5% - Become familiar with content of all APEX Accelerators (APEX) workshops and the Florida APEX Network Professional Development Manual. Participate in continuing education to maintain Florida APEX Network professional standards and certification. - (Essential)
  • 5% - Submit reports required by Florida APEX Network in our CRM System. The purpose of our CRM System is to assist the consultants and account executives in measuring the cost, quantity, quality and impact of the Florida APEX program. The Small Business Administration (SBA) Form 641, Request for Consulting, will be completed by each person visiting APEX in search of information. - (Essential)
  • 5% - Maintains confidential client files, including creation of new files, timely update of files, and information, sending surveys and ensuring accuracy of information. Generate numerous reports using the CRM System for impact, surveys and client follow up. - (Essential)
  • 5% - Initiates, establishes and maintains relationship with media contacts for promoting APEX programs and services. Coordinates with the local military installations as well as area federal, state, and local government agencies for outreach and networking in the business community. Creates client success stories on a regular basis. - (Essential)
  • 40% - Provide one-on-one consulting services to a variety of area businesses on how to sell their products or services to federal, state, and/or local government agencies. Determine how best to successfully guide a business to meet government proposal requirements including working with government personnel along with clients. Responsible for serving clients through our ten-county region. Attend regular professional development functions to stay current in the field. This includes regular travel to support the APEX activities throughout the ten-county UWF APEX service area. A valid driver's license is required. - (Essential)
