About the role
In this role, you will administer and manage the City’s In‑Vehicle Monitoring System (IVMS) and related operational data platforms, delivering dashboards and targeted reporting to support evidence‑based decision‑making. You will analyse fleet and operational data to identify trends, utilisation patterns and optimisation opportunities, while ensuring information is handled responsibly and in line with privacy and organisational requirements. You will also provide input and practical support to the ongoing improvement of approaches, standards and guidance for the effective use of telematics, fleet and operational data.

Stakeholder engagement is central to the role. You will partner with Managers, Coordinators and operational leaders to understand business needs, translate technical data into practical insights, and support informed discussions and decisions. Acting as a trusted advisor, you will facilitate cross‑functional conversations, prepare clear decision papers and business cases, and align insights with operational priorities. You will also be the City’s primary liaison with the IVMS provider, managing service performance and continuous improvement.

Key responsibilities include:

  • Maintain relationships with relevant internal and external stakeholders by communicating information and updates clearly, concisely, and professionally.
  • Support innovation and best practice approach in the department for customer and community satisfaction.
  • Administer and maintain the City’s In‑Vehicle Monitoring System (IVMS) in line with Council policies, ensuring data integrity, access controls and appropriate user permissions.
  • Produce routine and ad‑hoc IVMS reports and maintain standardised dashboards that provide utilisation, idling, driving behaviour and fleet activity insights, ensuring data is supplied only to authorised stakeholders.
  • Lead structured engagement with Coordinators, Managers and operational leaders to define shared problem statements, surface risks and constraints, and align decisions through clear, story‑driven visuals.
  • Translate analytical findings into actionable recommendations, decision papers and prioritisation tools (e.g., stop/start/continue lists, investment cases and trial proposals) that outline options, assumptions and expected outcomes.

About you
We’re seeking strong analytical capability, confident communication and influencing skills, and experience working with fleet, telematics, asset management or operational data systems (e.g. IVMS, GPS, asset platforms or BI tools such as Power BI). You will also bring experience engaging senior stakeholders in operational environments, along with a qualification in data analysis, information systems, fleet management, engineering, or equivalent demonstrated experience in a similar specialist role.

Essential Experience:

  • Demonstrated experience administering telematics or IVMS platforms and producing operational reports.
  • Strong communication and influencing skills, including the ability to simplify technical information, lead multi-stakeholder discussions and support decision-making at Coordinator/Manager level.
  • Solid understanding of privacy, data governance, records management and compliance requirements, with experience maintaining controls and assurance documentation.
  • Proven ability to deliver measurable operational improvements and manage vendor relationships, including SLAs, roadmaps and benefit realisation.
  • Current Victorian Drivers licence.
  • Preferred candidates will be required to undergo a National Police Check as part of the recruitment process (funded by the City).
