About the role
In this role, you will partner with leaders and stakeholders to conduct evidence-based service reviews, assess the effectiveness and efficiency of services, and provide actionable recommendations that support decision-making and long-term sustainability.

Key responsibilities include:

  • Lead and manage the end-to-end delivery of service reviews, ensuring consistency, transparency, and compliance with the Local Government Act 2020 and other regulatory requirements.
  • Analyse service performance and community needs, using financial, operational, and benchmarking data to assess efficiency, effectiveness, and alignment with Council strategic objectives.
  • Develop evidence-based recommendations and collaborate with stakeholders to integrate findings into business planning, service planning, and budget processes.
  • Maintain and enhance the City’s service review methodology to ensure it remains contemporary, rigorous, and fit-for-purpose.
  • Prepare clear, accessible reports for the CEO, Executive Leadership Team, and Council on service review outcomes and organisational implications.
  • Facilitate collaborative service review processes, partnering with managers, senior leaders, and employees to foster ownership of outcomes.
  • Support organisational capability by mentoring and coaching colleagues in service review methodologies and best practices.
  • Monitor and report on the Service Review Program, using accurate data to track progress and improvements against plans and budgets.
  • Implement systems, processes, and workflows to enhance the Service Review Program, ensuring compliance with policies, governance frameworks, and regulations.

About you
To be successful in this role, you will have a tertiary qualification in public policy, business administration or management, economics, commerce or related discipline and extensive experience in a similar position.

Essential Experience:

  • Proven experience in program evaluation, service reviews, performance analysis, or business planning within the public or broader government sector
  • Experience facilitating organisational review processes and engaging senior stakeholders in complex, evidence-based discussions.
  • Strong analytical skills, with the ability to use financial, operational, and benchmarking tools to evaluate service performance.
  • Excellent communication and report-writing skills, able to translate complex analysis into clear, actionable recommendations.
  • Demonstrated facilitation and stakeholder engagement skills, with the ability to foster collaboration and build consensus.
  • Established leadership skills, with the ability to motivate and guide teams, foster a positive work culture, and drive successful outcomes. 

Preferred candidates will be required to undergo a National Police Check and Working with Children’s Check as part of the recruitment process (funded by the City).
