About the role
In this role, you will be a key member of our Learning & Organisational Development Team, contributing to our commitment to building an agile, capable, and high-performing workforce. Reporting to the Manager Learning & Organisational Development, you will lead the design and delivery of evidence-based capability development and talent management strategies. With a strong focus on facilitation, you will drive leadership effectiveness and support a cultural uplift across the organisation, helping to shape a workforce that supports both employee growth and the City’s strategic goals.

Classification: Commencing at $122,040 (from 1 July 2025)
Key responsibilities include:
- Provide expert advice and deliver evidence-based capability development and talent management solutions aligned to the City’s strategic goals, business plans, and compliance requirements.
- Design and facilitate high-impact, inclusive learning experiences and leadership development programs, using organisational values and the leadership capability framework to drive cultural uplift and behavioural change.
- Lead the implementation of talent management processes—including talent identification, succession planning, and development pathways—partnering closely with People Partners, Talent Acquisition, and external vendors.
- Conduct training needs analyses and research emerging workplace trends to inform program design and ensure innovative, future-focused solutions that respond to organisational needs.
- Define program performance measures, track progress using data, and deliver regular evaluations and reports to inform continuous improvement and strategic decision-making.
- Build and maintain strong relationships with key stakeholders to foster collaboration, innovation, and best practice in capability and organisational development.
- Mentor team members and contribute to an inclusive, results-driven culture by supporting professional growth, reinforcing shared goals, and modelling organisational values.
- Apply project management methodologies to deliver initiatives effectively, ensuring alignment with strategic and operational plans, timelines, and resource constraints.
About you
To be successful in this role, you will have a tertiary qualification in Human Resources, Organisational Psychology, Business, or a related field, with demonstrated experience in organisational and capability development.
Essential Experience:
- A strong track record in designing, delivering, and evaluating high-impact learning and leadership programs across diverse audiences.
- Proven ability to use and interpret diagnostic tools, such as capability assessments, culture surveys, or 360-degree feedback.
- Expertise in contemporary organisational development, including coaching frameworks, leadership methodologies, and talent management practices.
- Confident facilitator and communicator, able to engage, influence, and build trust with stakeholders at all levels.
- A data-informed approach to shaping strategy, driving continuous improvement, and demonstrating the value of development initiatives.
- Strong project and change management skills, with the ability to plan and execute in complex and evolving environments.
- A strategic, emotionally intelligent professional who thrives on collaboration, embraces ambiguity, and champions cultural and capability uplift through the lens of organisational values.
- Preferred candidates will be required to undergo a National Police Check and a pre-employment medical assessment as part of the recruitment process (funded by the City).
