About the Position

Responsibilities
Coordinates logistics, reporting, remediating, and documentation efforts related to compliance with the CSU systemwide ATI guidelines and Title II compliance
- Prepares ATI annual reports reflecting all goals and deliverables achieved in the areas of web, instructional materials, procurements, and other possible areas. Coordinates submission of these reports to the CO annually.
- Monitor progress on previously upgraded status indicators to maintain the assigned status level. Generate, gather, and present evidentiary documentation to support the selection of status levels across all success indicators and standards.
- Identify and request resources required to operationalize the status indicators, create business practices, and reach an "established" level or above.
- Technical advisor to the Sr. Director, CIO, and ASO director on implementing section IV, "Information Resources and Technology Access" of EO 1111 and ATI Coded Memorandums.
- Coordinate the effort on meeting DOJ/Title II compliances requirements with necessary departments or teams across campuses.
- Continuously seek to improve processes and procedures and maintain technical and functional procedural documents and policy guides for existing and new business processes concerning ITS Digital Accessibility and the ATI campus plan. Monitors status of all ATI compliance business process documentation, including revision status, related positions, or departments required to maintain ATI business continuity, maintains said documentation in the cloud-based repository and publishes on the web when required.
- Collaborates with the Sr. Director, CIO, ASO Director to improve ATI compliance, with ITS training to develop accessibility training content and curriculum, and with information technology colleagues across campus to further the mission of ATI.
- Generates statistical reports at the request of the Sr. Director, CIO, or ASO Director and to complete ATI reporting and planning.
- Develops, updates, maintains, and publishes ATI content on ATI SharePoint, and the University's ATI web page.
- On some occasions, oversees student assistant time and labor paperwork, scheduling, and related administration to ensure compliance with university Guidelines.
- Participation in institution and system-wide meetings: Incumbent shall participate in all ATI priority areas monthly Subcommittee meetings to align their procedures and objectives with the goals and success indicators of the ATI annual report and campus plan. Participate in monthly CO systemwide ATI meetings.
Project Management
- Identify and document technical requirements, specifications, and test plans for assigned projects.
- Define and document functional needs, project scope, project plans for assigned projects, or coordinate the resources needed to execute these tasks.
- Serve as project manager/coordinator on assigned projects.
- Communicate project status/risks/issues effectively with management, end-users, and internal/external technical staff.
- Estimate cost, resource, and time estimates for projects and enhancements
Documentation and Training
- Acquire or prepare documentation for accessibility compliance, supported applications, projects, and systems.
- Provide training and communication materials to the campus community regarding accessibility compliances, or to users that maximize their ability to utilize system capabilities, features, and other resources.
- Complete training as required by assigned applications or projects when needed.
Application and Systems Administration
- Install, configure, modify, maintain, and/or administer applications. Coordinate networks, databases, and other infrastructure needed for supported applications, or coordinate the resources needed to execute these tasks.
- Coordinate with database and system administrator to ensure adequate backup and plan for business resumption applications.
- Act as primary and/or secondary application administrator for applications assigned by the manager.
Production Support
- Provide responsive support for production issues and outages, helping ensure minimal downtime and loss of productivity and service.
- Provide high-quality end user support and apply effective troubleshooting techniques.
- Prepare comprehensive root cause analysis and present alternative solutions with cost/benefit/risk perspective.
Minimum Qualifications
- Basic foundation of knowledge and skills in technical information systems and application program packages which may include working knowledge of common software application packages, equipment platforms, reference database systems and sources and training methods and a basic understanding of networks, data communication and multimedia systems.
- Graduation from a four-year college or university with a degree in Computer Science, Information Systems, Educational Technology, IT Operations or a related field; or an equivalent combination of related education and experience.
- Experience and/or knowledge of assistive technologies.
Preferred Skills and Knowledge
Education, Experience, Knowledge, special skills and abilities required
- Bachelor's degree in any major from a four-year accredited college or university.
- Prior experience in reviewing accessibility conformance documentation and creating Equally Effective Alternate Access Plans.
- Thorough working knowledge of Section 508 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990 (ADA), and the Amendments Act of 2008, and other laws and regulations as they pertain to the mandates of acquiring accessible information and communication technologies as a state and federally funded higher education organization.
- Strong technology skills along with an understanding of digital accessibility as it relates to Section 508 and current WCAG guidelines.
- Experience with assistive technology in both desktop and mobile platforms, specifically screen-reading technology, to contribute expertise to vendor-run product accessibility demonstrations as required., E.g. JAWS, NVDA, and VoiceOver.
- Must possess demonstrated ability to communicate thoroughly and effectively both orally and in writing, as well as solid constructive listening skills.
- Ability to coordinate multiple projects and tasks without the loss of integrity to work, as well as organizing, monitoring, and guiding others to ensure desired outcomes are achieved.
- Project management experience to effectively manage deliverables and maintain business continuity.
- Knowledge of a wide variety of operating systems, network configurations, client/server technologies, and software standards and systems.
- Strong consultative skills with the ability to work and communicate with users to define and meet data needs and requirements.
- Ability to monitor and manage vendor relationships to ensure responsiveness and quality.
- Ability to work with a diverse group of supervisors, co-workers, users and external stakeholders or vendors.
- Experience in Application Administration in a technical role.
Preferred Certificates, licenses, education
- Master's degree in any major from a four-year accredited college or university.
- Experience as system administrator on any major LMS and 3rd party Teaching and learning applications.
- Prior experience coordinating long-term disability, compliance, or accessibility-related projects within CSU system or higher education.
- A deep understanding of the nuances and differences between 508 EEAAPs and 504 individualized accommodations.
- Certified with a Trusted Tester and/or Certified Professional in Accessibility Core Competencies (CPACC) or other accessibility or disability credentials.
- Working knowledge of CSU Executive Order 1111 and ATI coded memorandums.
- Working Knowledge of the latest DOJ/Title II compliance requirements.
