Why Your Role Matters:
The Lead Business Analyst plays a pivotal role in supporting the planning, development and implementation of the Canberra City Program’s Operating Model and related strategic objectives. This role leads the analysis, design, and documentation of business capabilities, processes, structures, and systems to enable effective precinct operations, stakeholder engagement, and strategic alignment.

The role is responsible for leading and coaching two Business Analysts, each assigned to a specific program stream, and ensuring their contributions are cohesive and integrated into the overall operating model design. While the Lead Business Analyst formally reports to the Senior Manager, Business Analysis Practice within the EPMO, day-to-day direction is provided by the Canberra City Program Manager. The Lead Business Analyst also contributes high-level support and strategic advice to the Program Manager in the planning and delivery of the Canberra City Program.

This position is based at the Kensington campus, with regular travel to the Canberra campus required (approximately once a fortnight). Travel may occasionally involve overnight stays.

Responsibilities Summary:

  • Lead the end-to-end design of the precinct's operating model, including its structure, governance, processes, technology, people, and performance.
  • Facilitate co-design workshops with academic, professional, and community stakeholders.
  • Lead and coach business analysts on project deliverables in line with EPMO standards.
  • Build trusted relationships across faculties, divisions, and precinct partners.
  • Define KPIs and success measures for precinct operations.
  • Identify issues, risks, and benefits of existing and proposed solutions, and recommend mitigation strategies.
  • Proactively identify and assess alternatives and feasibility, and advise clients on the analysis.
  • Provide input to the change management team for stakeholder impact and communication plans.
  • Create and deliver presentations to various audiences to support project communications.

Skills and Experience Summary:

  • Demonstrated experience in operating model design, business analysis, and enterprise transformation within large, complex organizations.
  • Minimum of 7 years of proven experience in business analysis, operating model design, or enterprise transformation.
  • Minimum of 5 years of experience leading a team of business analysts.
  • Demonstrated ability to develop robust solutions using strong analytical, problem-solving, and strategic planning skills.
  • Exceptional written, verbal, and facilitation skills, with a proven track record of effectively influencing and negotiating with diverse stakeholders to achieve successful outcomes.
  • Experience building and maintaining strong professional relationships with stakeholders to foster trust and support for initiatives.
  • Strong organizational skills and attention to detail, with the ability to manage competing priorities and deliver against project timelines.
  • Proficiency in standard office and diagramming tools, including Word, Excel, PowerPoint, and Visio.
  • Relevant tertiary qualifications with extensive industry experience, or an equivalent combination of education and training.
  • Experience in the higher education sector is desirable.
