Why your role matters

The Regional Property Manager is responsible for overseeing the management, performance and strategic planning of UNSW’s regional, rural and suburban properties. The position plays a crucial role for the UNSW property portfolio ensuring all properties meet operational, financial and strategic goals while complying with relevant regulations and lease obligations.

The manager will handle day-to-day property management as well as identify opportunities and threats for commercial and university purposes across the leased and freehold portfolio of educational, research and residential assets including clinical campuses and research/conservation focussed field stations based throughout NSW. The Property Manager works within Estate Management and closely with internal and external stakeholders. The Property Manager will be required to travel to the sites throughout the year and stay overnight (if required) based on needs of UNSW.

Accountabilities

  • Prepare and maintain register of all land and assets (owned or occupied by UNSW)
  • Proactively track and manage rights and obligations under occupancy agreements and oversee compliance with lease / licence obligations, regulatory requirements and industry standards.
  • Obtain and maintain lease documents and related legal agreements for all properties, ensuring critical lease data is captured within UNSW property management system.
  • Manage off campus owned and occupied properties to ensure UNSW meets obligations, compliance and statutory requirements.
  • Be main point of contact for each property and liaise with EM facilities management, landlords & property managers, internal & external stakeholders to ensure efficient operations, maintenance, and upkeep of assets.
  • Develop productive relationships with key stakeholders such as local health districts and crown lands management.
  • Conduct market analysis to identify trends, opportunities and threats affecting the properties. Identify and manage risks associated with properties
  • Develop and deliver the annual maintenance plan for each field station in consultation with Asset Management, Facilities Management, Faculties, Steering Committees and Research Reference Groups (RRG) to ensure the efficient management, research, education, clinical and conservation outcomes are in accordance with the Crown Lands Act, Management Plan, UNSW policies and other relevant plans for the property.
  • Together with the Strategic Asset Manager & Senior Manager – Property, Retail & Leasing develop the strategic asset management plan for rural and regional properties. Align asset management strategies with the university’s strategic objectives.
  • Implement and monitor property improvement projects, renovations, and capital expenditure initiatives.
  • As required undertake lease negotiations, market reviews, renewals, terminations and property submissions.
  • Conduct regular property inspections and audits, addressing maintenance issues promptly & proactively with on-site staff, external contractors and Facilities Management.
  • Co-ordinate timely repairs and maintenance to ensure a safe and productive environment for staff, students, researchers, visitors and external stakeholders.
  • Support the portfolio with financial administration including preparation and management of annual budget and timely expenditure processes.
  • Review asset expenses against industry benchmarks and budget allocations. • Identify cost-saving opportunities and implement efficiency measures.
  • Collaborate with finance and accounting departments to ensure accurate budgeting and expense tracking.
  • Provide operational support with input into bids for external grants to meet UNSW and external agency requirements.
  • Develop and implement Health & Safety measures to maintain a safe environment for staff, students, researchers and visitors.
  • Implement a management plan for onsite field station accommodation and hospitality services
  • Provide regular management reporting and information on key aspects of property performance to facilitate effective decision making.
  • Develop and agree timetable for regular site visits with Senior Manager – Property, Retail & Leasing.
  • Align with and actively demonstrate the Code of Conduct and Values
  • Ensure hazards and risks psychosocial and physical are identified and controlled for tasks, projects, and activities that pose a health and safety risk within your area of responsibility.

Skills and Experience

  • Relevant tertiary qualifications or equivalent competency gained through any other combination of education, training and/or a minimum of 7 + years’ experience in commercial and residential portfolio management.
  • Strong understanding of NSW statutory and regulatory requirements in regard to Crown Lands legislation, interpreting lease/ licence agreements and Crown Lands reporting requirements
  • Strong understanding of property management best practices and processes
  • High-level communication, interpersonal and networking skills that have been used to build productive and professional relationships across internal and external stakeholders.
  • Self-motivated, confident and driven with ability to work autonomously as well as in a remote team environment as required.
  • Proven ability to provide leadership and direction and encourage a collaborative and cooperative work environment.
  • Excellent communication (written & oral), negotiation and problem-solving skills.
  • Current NSW drivers’ licence with willingness to travel within NSW as required.
  • An understanding of and commitment to UNSW’s aims, objectives and values in action, together with relevant policies and guidelines.
  • Knowledge of health & safety (psychosocial and physical) responsibilities and commitment to attending relevant health and safety training.
