Job Duties

Prepare Pricing

  • To prepare accurate tenders and proposals in order to ensure that they are competitive, thorough and in line with Company policy and objectives.
  • Coordinate preparation of tender submissions in line with the WPS and specific custom and practices.
  • Manage / coordinate all estimating work
  • Review the refinement of the estimating systems used by the team

Risk & opportunity management in relation to pricing

  • To oversee management of estimating processes and department in order to ensure that best practice and latest tools are used in estimation process.
  • Computerize to the extent possible the tools used in the estimation process
  • Provide overall management of the estimating process
  • Establish, implement, review and maintain CAT’s estimating process, and wider policies/procedures.
  • To identify risk and opportunity in the proposal pricing in order to mitigate inherent risk at tender submission stage.
  • Complete adequate identification of all major risks and use the risk management tools effectively and consistently.
  • To prepare tender review information and obtain approval from General Manager and Managing Director in order to ensure methodology, pricing and margin contingency are adequately adhered to.
  • Prepare Tender Review information in an approved format for presentation to the EGM‘s and Operation Managers and the Managing Director

Coordination and Collation

  • To manage and update the estimation database in order to ensure that information on pricing, supplies, and subcontractors are adequately managed and available for future tenders.
  • Develop and maintain a centralized procurement data base (which includes up to date and competitive pricing information, and supplier / subcontractor contacts in the region) to facilitate tender preparation and project delivery.
  • To prepare necessary authority to submit an offer form/s and reports in a timely manner submission to the EGM’s and Managing Director for approval in order to ensure that client profile, financing, competition, potential risk, location and banding requirement fall within company guidelines and business plan.
  • Prepare forms and reports ready for approval.

 Job Requirements

  • Degree in Engineering or related  discipline or equivalent industry experience
  • Minimum 10 to 15 years in construction work experience
  • Should have estimation work experience in the construction industry within the SEA region
  • Preferably have estimation experience for large infrastructure projects
