Programme Manager – Landfills
The Opportunity
Based in Dandenong South with significant travel across Victoria, South Australia and Western Australia.
This is a senior programme delivery role leading a portfolio of landfill lifecycle and capital works projects across multiple states. The focus is on programme‑level planning, governance and delivery assurance across complex, regulated, asset‑intensive environments.
Reporting to the Head of Engineering and Technical, you will provide oversight across multiple concurrent projects delivered by Project Managers and Engineers, ensuring outcomes are achieved safely, on time, within approved funding and in accordance with environmental and regulatory obligations.
This role does not manage day‑to‑day landfill operations. It is accountable for orchestrating multi‑disciplinary engineering programmes that integrate technical, environmental, commercial and stakeholder requirements across the full asset lifecycle.
Key accountabilities
• Own the integrated programme plan across scope, schedule, cost, risk and inter‑project dependencies
• Provide programme‑level governance, delivery assurance and executive reporting aligned to stage‑gate and PMO frameworks
• Lead and coordinate Project Managers and Engineers, acting as the senior escalation point for delivery risk and complexity
• Integrate engineering, environmental approvals, regulatory obligations and stakeholder commitments into delivery planning
• Apply whole‑of‑life asset and commercial thinking across landfill development, remediation and closure programmes
About you
You are a senior engineering, landfill or waste infrastructure professional with proven experience leading multi‑project, multi‑year programmes in highly regulated environments.
Critical experience includes:
• Programme leadership across landfill, waste infrastructure, remediation or major civil capital works
• Strong understanding of landfill lifecycle requirements including construction, airspace, remediation and environmental controls
• Proven capability managing programme‑level cost, schedule, risk and governance
• Confidence operating with executives, regulators, technical specialists and contractors
• Engineering qualification or related discipline, with project management experience essential
