The Project

CPB Contractors is working on a Faster Rail, a large rail and infrastructure project as part of building Queensland’s future. This project will play an important role ahead of the Brisbane 2032 Olympic and Paralympic Games while delivering improvements for everyday Queenslanders by providing more frequent and reliable services around Southeast Queensland.

CPB Contractors is delivering the project with Alliance partners Acciona, UGL, SMEC, and WSP on behalf of the Queensland Government.

The project includes accessibility upgrades to multiple stations, upgrading and duplication of existing tracks, structures and rail systems, improved safety and reduced traffic congestion through level crossing removals and better-connected communities through modifications to the local road, pedestrian and cycle networks.

Your Opportunity

Reporting to the Commercial Manager, we are currently seeking an experienced Procurement Manager to lead the successful delivery of the Procurement Management process on the Alliance.

Responsibilities will include:

  • Manage and execute the sourcing process for all procurement activities in area of scope
  • Oversee the preparation of tender documentation, commercial evaluations, negotiation plans and contract approval to award documentation, including managing the internal review, endorsement and approvals processes.
  • Oversee the preparation of tender packages, Requests for Quotation, tender evaluations and Recommendations for Approval.
  • Oversee and execute the negotiation and preparation of contracts for award.
  • Working with the Delivery team, oversee the development and finalisation of scopes of work, tender evaluation criteria (both financial and non-financial), pricing schedule, drawings, specifications and program, and delivering such documentation where necessary.
  • Facilitate and lead the internal evaluation process of submitted tender documentation.
  • Lead the contract execution, kick-off and transition to contract administration.
  • Oversee the development of recommendation for award documentation in line with Project Delegation of Authority matrix and deliver such documentation where necessary.

Our minimum requirements for this role are:

  • Demonstrated experience in managing multiple procurement packages and procurement teams on major construction projects.
  • Relevant tertiary or vocational qualifications.
  • CIPS or equivalent accreditation preferable but not essential.
  • Significant experience in developing tender scope and interpretation of work packages.
  • Effective interpersonal and written and oral communication skills.
  • Proven experience with managing and leading a team.
  • Demonstrated high level decision making, negotiation and influencing skills.
  • High standard for attention to detail.
