Position Summary:

The College of Western Idaho is seeking a Talent Acquisition Specialist to develop and execute effective recruitment strategies addressing current and future hiring needs for the College. The successful candidate will be responsible for ensuring a wonderful experience for candidates, hiring teams, and managers by executing a clear and consistent process for all participants.

This position will manage a wide range of recruitment tasks, including sourcing, screening, and interviews. The ideal candidate should demonstrate multitasking skills, comfort working with multiple systems or programs, and expertise in recruiting and HR (Human Resources) best practices.

Reporting to the Executive Director of Human Resources, the Talent Acquisition Specialist executes the college-wide recruitment process and will play a critical role in ensuring success in the attraction and employment of top talent. The role consults with hiring managers on all aspects of talent acquisition from job postings and recruitment strategies to presenting/negotiating job offers. May also assist hiring managers with sourcing and screening candidates. This position utilizes strategies to execute consistent and effective recruitment processes in compliance with applicable policies, rules, regulations, and labor laws.

 

Essential Functions:

Talent Partnership and Strategic Recruitment:
• Develop a deep understanding of the College's talent needs, acting as a trusted partner to hiring managers by providing expert guidance on recruitment procedures and strategies.
• Reduce time-to-fill metrics by optimizing recruitment strategies and streamlining processes in collaboration with hiring managers.
• Expand the College’s online recruiting presence, leveraging industry relationships and networking to tap into new sources of talent, including college/military placement officers and staffing companies.

Candidate Experience and Process Optimization:
• Ensure an exceptional candidate experience from initial outreach to hiring by evaluating current processes and tools and recommending enhancements to improve efficiency and satisfaction.
• Continually assess and improve candidate touchpoints, tools, and resources to create a seamless and positive recruitment experience.
• Deliver timely, accurate reports on hiring-related metrics to college leadership and HR, providing insights and key metrics that support strategic decision-making.

Job Postings and Application Screening:
• Accurately manage job requisitions by proofreading, cross-checking information, and developing relevant prescreening questions to streamline the applicant screening process.
• Efficiently manage job listings and candidate referrals for both faculty and staff positions, ensuring timely posting and updating.

Compensation and Onboarding Collaboration:
• Partner with the Compensation Program Manager to provide well-researched, data-driven salary recommendations that align with organizational and market standards.
• Conduct thorough background checks for potential employees and manage the adverse action process with sensitivity and compliance with regulations.
• Coordinate with the HR Coordinator to ensure smooth and timely onboarding for new hires, reducing onboarding time and improving new hire engagement.

ATS System Management and Training:
• Provide comprehensive ATS (Applicant Tracking System) support to both hiring managers and applicants, offering training and guidance on the system, hiring processes, employment forms, and relevant employment laws.
• Assist applicants with resume/cover letter guidance and troubleshooting ATS-related issues to improve the candidate’s experience.
• Audit the ATS regularly to ensure accurate and up-to-date information and collaborate with the vendor to resolve any issues and implement system upgrades effectively.

 

Minimum Qualifications:

• Three years' experience in Human Resources with two years of recruitment experience preferred
• Experience using MS Office products
• Bachelor's degree in human resource management or similar field preferred
• Knowledge of EEO and employment laws and HR practices required
• Prior work experience in a college environment preferred
