Type of Appointment: Part time - Regular

Salary: Will be commensurate with education and experience.

Duties and Responsibilities: 
Legal Functions:
• Manages all systemwide legal activities including potential lawsuits and subpoenas
• Works with outside counsel as needed on litigation and inquiries from law enforcement
• Drafts, reviews, and negotiates contracts and data use agreements
• Drafts, reviews, and approves Confidential Disclosure Agreements
• Develops and reviews policies and procedures as needed
• Reviews and responds to public records requests
• Reviews and provides guidance on legal issues systemwide
• Reviews and provides guidance on contracts systemwide
• Counsels Board Office and college representatives on legal and ethical issues
• Investigates reports of noncompliance and establishes action plans as required

Compliance Functions:
• Serves as the systemwide Compliance Officer
• Provides oversight and guidance on all federal, state, and LCTCS policies and regulations, such as the American Disabilities Act, state ethics laws, and laws pertaining to harassment, discrimination and retaliation, among others
• Assist to implement and will monitor all state required compliance training and reporting
• Implements and monitors all required systemwide compliance policies
• Reviews and provides guidance on compliance issues systemwide

Risk Management Functions:
• Assists Information Technology group with risk identification and management of risk
• Ensures breach notifications meet both state and federal requirements
• Takes steps to assure compliance with risk management policies and procedures
• Investigates all risk management events and establishes action plans as required
• Assesses institutional risk and recommends action to minimize liability

Conflict of Interest Functions:
• Disseminates and reviews all disclosure forms for the LCTCS Board Office
• Assist with conflicts of interest and provides action plan to minimize risk

Human Resource Functions:
• Consults with Human Resource staff systemwide on disciplinary matters
• Assists in policy development and investigation of harassment claims

Institutional Functions:
• Serves on systemwide committees or meetings as required
• Other duties as assigned

Required Education: • Juris Doctor Degree

Required Experience: • Minimum of 5 years of experience with emphasis in regulatory and compliance

Required Licenses or Certifications: • Licensed attorney for the state of Louisiana

Required Knowledge, Skills and Abilities: 
• Good legal knowledge of areas of law within applicable subject matter areas
• Strong verbal and written communication skills
• Excellent organizational skills
• Detail oriented with ability to effectively multi-task
• Proficiency in Microsoft Office Applications and ability to learn and utilize new computer programs / software quickly and accurately
• Ability to efficiently work and interact with personnel at all levels within the organization

Preferred Experience: • Minimum of 5 years of experience in higher education
